Energy (Oil & Gas, Renewables & Power)

Galicia has a multidisciplinary, industry-focused Energy practice, and one of the most recognized and experienced teams in Mexico, led by five partners and comprised of highly specialized lawyers. The energy practice combines transactional strengths with specialized regulatory capabilities, supported by strong strategic litigation and arbitration teams. Our experience includes advice on regulatory, commercial and financial matters necessary to develop and finance a wide range of energy projects.

Galicia is the only law firm in Mexico with an “industry practice” in the energy sector. We offer legal support in all the strategic areas required by a sector company to develop its activities (such as environmental, real estate, capital markets, civil and commercial litigation, tax and administrative law, competition, and international trade, among others) with an outstanding level of experience and knowledge of the energy industry, the market, its participants and its regulatory framework.

Oil & Gas 

Our team has been a pioneer in the sector in Mexico, giving us a strong presence in different markets. We participated in the first Mexican energy projects and have been involved in the development of innovative legal and contractual structures, including: (i) the first privately-owned natural gas pipeline, (ii) the first privately-owned gas compression offshore platform, (iii) the nitrogen supply facility for maintaining the pressure in the Cantarell and Ku-Maloob-Zaap oil fields, (iv) some of the first production sharing and license agreements for exploration and production contracts (E&P) with the National Hydrocarbons Commission (NHC), along with alliances with Pemex for onshore, shallow and deep water projects, (v) the development of infrastructure for oil refining plants and related pipelines, and (vi) the first acquisition of privately-owned production blocks awarded under E&P. 

We have also been involved in the financing and development of projects related to the construction and operation of infrastructure necessary for the import, storage, distribution and sale of gas and liquid fuels, including port facilities, pipelines, compression stations and services stations. 

Power 

We are proud to be pioneers in the Mexican power industry since its opening to private investment in 1992. We participated in the structuring, development, financing and operation of the first independent generation, self-supply and export projects in the power sector. 

We contribute our legal experience in complex and high-profile operations, advising our clients in the development and financing of complex local and cross-border projects, mergers and acquisitions, joint ventures, regulatory matters (environmental and competition), commercialization, dispute resolution and public procurement. 

We represent the full spectrum of industry participants: sponsors, developers, commercial and development banks, multilateral agencies, export credit agencies, insurers, construction companies, suppliers, operators, and consumers. 

Our experience extends to all areas involved in power infrastructure, including contracting procedures, development, financing, acquisition and/or the sale of generation facilities, transmission lines and substations. 

Renewables

Our experience in renewable energy extends to wind, solar, biomass and hydro projects, covering mainly regulatory, real estate, commercial and financial matters as well as dispute resolution with authorities and individuals.

Our services are available for all sector participants, including sponsors, developers, commercial and development banks, multilateral agencies, construction companies, suppliers, traders, operators and consumers. 

Alternative energies

Our team is constantly evolving and learning to advise clients on new projects that use the newest technologies and products with their regulatory, legal and contractual challenges in mind. 

We actively participate in legal, and contract structural designs based on decarbonization commitments for green hydrogen, ammonia and carbon recovery projects, among others, marking a new area of opportunity for legal advice in the energy sector. 

Galicia has the largest and most experienced energy team in the market. Carlos de Maria y Campos and Francisco Fernández Cueto lead a multidisciplinary team of lawyers with experience in all energy matters. Together, with Antonio Borja, they share the responsibility for work in electricity, oil and gas. Eduardo García-Travesi and Ernesto Partida complement the team with their extensive experience and national and international recognition.
